Grant Title: HS Mutual Aid Radio Replacement: Round 5 (2007 & 2008)
Description: The purpose of this program is to ensure that radios used by emergency response agencies have the ability to access common or shared mutual aid frequencies during an emergency or crisis. Funding is available for those agencies that have submitted pre-applications for the purpose of replacing outdated fixed, portable and mobile radios only. Agencies meeting additional qualifications are also eligible to replace one portable with a multi-band portable radio.

Important Dates:
- October 1, 2009: Deadline for local agency to communicate their equipment needs to the county EM Director for a consolidated county application.
- October 29, 2009: Deadline for county or state agency or tribal government to submit online applications for all equipment.
- December 1, 2009: Project Start Date
- February 26, 2010: Project End Date
Anticipated Funding Amount: Approximately $5.7 million has been allocated for interoperability improvement under this round. Funds are available through the 2007 and 2008 State Homeland Security Grant.
Match/Cost Sharing Requirement: While there is no match requirement, awarded funds will cover up to 75% of the total cost of the equipment, up to a maximum amount depending on the type of equipment. The sub-grantee is responsible for paying the remaining cost of the equipment.
Eligibility: County emergency management offices are eligible to submit a combined application for all agencies in a county. Funding will be provided only for those agencies that previously submitted a preapplication for the 5th round of mutual aid radio replacement and were approved as described in Attachment 1 of this announcement.
Local agencies should not submit applications directly to OJA. Local agencies included on the list of eligible sub-grantees should coordinate with County EM Directors who will submit a combined county application through OJA Egrants. It is important that county emergency management directors are aware of all funding that is awarded to local agencies. County EM Directors needing information regarding local pre-application requests from their county should contact OJA for more information.
Eligible Expenses: Allowable expenses include costs related to mutual aid channel enhancement via replacement of outdated radios and related training. Detailed information on eligible expenses is provided in the full announcement.
All expenses must be new and cannot replace existing state or local government funding. Equipment purchases or administrative/personnel costs previously planned in the agency’s budget may not be
included in this program. Substitution of existing funds with federal grants (supplanting) will be the subject of monitoring and audit. Violations may result in a range of penalties, including suspension of
current and future funds under this program, suspension or debarment from federal grants, repayment of monies provided under a grant, and civil and/or criminal penalties. For additional information about
